If the person is approaching adulthood, file the DDS adult eligibility application at 17.5 — DDS itself recommends this, because adult services do not begin until 22 and a decision takes three months or more from a complete application. If you have a child under 10 with autism, put the Children's Autism Waiver open request period in your calendar now: applications are only accepted during roughly two weeks each October and anything outside that window is discarded.

WHO TO CONTACT, IN ORDER
Five different offices, and they don't talk to each other. Disability services, health coverage, and income each run through a separate agency — applying to one does not start the others. Ask each office for the name of the person you spoke to and write down the date; if something is later denied, that record is what an appeal is built on.

Developmental disability services
This is the office that decides whether your child is eligible for disability services. Ask for "intake" or "eligibility determination" by name. In Massachusetts, you contact DDS area office.

Health coverage — MassHealth
Almost every waiver and personal-care route requires this first, and it is decided by a different office from the one above. Apply in parallel rather than waiting.

Help at home, and who can be paid for it
Unless you say otherwise, services come the traditional way: the agency picks and pays the providers. Self-direction — where you get a budget and hire your own people — is opt-in almost everywhere and is not offered automatically. Here it is called Agency with Choice / Participant Directed Program. Ask for it by that name.

Income — SSI
Federal, so it's the same everywhere: 1-800-772-1213 (TTY 1-800-325-0778). There is no minimum age — you can apply for a newborn. Until 18, the parents' income is deemed to the child, so an early denial is usually about that rather than the child's disability. In many states an SSI award also opens Medicaid automatically — ask when you call.

RUNNING IT YOURSELF
In many states you can control the budget and hire your own people — including, sometimes, family. Most families are never told this is an option. Here's what we've verified for Massachusetts; where we haven't verified an answer we say so — it does not mean the answer is no, and it is worth asking.

How freely can money move between services?
Adjustable during the year, with help built in. Your DDS Support Broker's job includes drafting, monitoring and revising your budget and making adjustments as your needs change, so a mid-year change is a normal request rather than an exception. Two limits to know: DDS guidelines still govern what the budget may buy, and in the DESE/DDS programme for students aged 6-21 at least 55% must stay on staffing with no more than 45% on goods. As employer of record you are personally liable for anything you commit beyond the approved plan or budget.
Can the budget buy things, not just staff time?
Yes — in the Participant Directed Program you contract directly with workers or for other goods and services, and DDS describes the individual budget as giving you the freedom to purchase supports, goods and services from a variety of sources. One programme states the split in numbers: in the DESE/DDS wraparound programme for students aged 6-21, at least 55% of the annual budget must go to in-home and community staffing and up to 45% may buy Ancillary Goods and Services — each tied to a skill the student is working on, and never to anything that adds value to the home (no additions, no pool). Those percentages are that programme's rule, so ask your Service Coordinator what applies to your own budget.
