§ 01 — Definition

Day habilitation programs provide structured daytime activities and skill-building for adults with intellectual and developmental disabilities who are not engaged in full-time competitive employment. Programs focus on teaching and maintaining skills in areas such as communication, socialization, daily living (cooking, personal hygiene, money management), community navigation, and pre-vocational tasks. Day habilitation can be center-based (in a facility with other participants) or community-based (activities conducted in the community such as libraries, recreation centers, volunteer sites, and stores). The CMS HCBS Settings Rule requires that day habilitation programs provide opportunities for community integration and meaningful engagement rather than simply warehouse participants in a building. Services are typically available Monday through Friday during business hours.

§ 02 — Why it matters for benefits

Day habilitation is a critical service for adults with disabilities who age out of the school system at 21 or 22. Without it, many individuals lose daily structure and skill development. Families should apply for waiver-funded day habilitation well before school exit.
