§ 01 — Definition

A Behavior Intervention Plan is a written document, based on the results of a Functional Behavior Assessment, that outlines strategies for addressing a student's challenging behaviors. The BIP describes the target behaviors, their hypothesized function, prevention strategies (changes to the environment or routine), replacement behaviors the student will be taught, how staff will respond when the behavior occurs, and how progress will be measured. A good BIP is proactive — it focuses more on teaching new skills and changing conditions than on consequences. The BIP is part of the IEP and must be followed by all staff who work with the student. It should be reviewed and updated regularly based on data.

A school BIP can inform waiver-funded behavioral services at home and in the community. Consistent behavior strategies across settings produce better outcomes.
