§ 01 — Definition

Part C of the Individuals with Disabilities Education Act provides early intervention services for infants and toddlers from birth through age 2 who have developmental delays or conditions likely to result in delays. Each state designates a lead agency (often the health department or education department) to coordinate Part C services. Eligible children receive an Individualized Family Service Plan (IFSP) and have access to services like speech-language therapy, occupational therapy, physical therapy, developmental intervention, family training, and assistive technology — all at no cost to the family. A service coordinator helps families navigate evaluations, service delivery, and the transition to Part B (preschool) services at age 3.
