Title II of the Americans with Disabilities Act prohibits state and local government entities from discriminating against people with disabilities in their programs, services, and activities. This covers public schools, state agencies, public transportation, courts, voting, parks, and all government-run programs — including Medicaid and waiver services. Under Title II, government entities must make reasonable modifications to policies and practices, provide effective communication (interpreters, accessible documents), and ensure physical accessibility. Title II is enforced by the U.S. Department of Justice and individuals can file complaints with DOJ or in federal court. The 2024 final rule updated web and mobile accessibility requirements for state and local governments.
